Columbia University Indirect Cost Rate Agreement

The U.S. Department of Health and Human Services (HHS) allows educational institutions to recover certain indirect costs through a managed facility and management rate (“F-A rate”). These rates of R D differs on whether the research was conducted primarily on-campus or off-campus. Typically, an off-campus research and development rate can be about half of an on-campus research and development rate, based on the assumption that off-campus research does not result in the same cost to facilities as to on-campus research. ii.
